The U.S. Department of Homeland Security (DHS) is set to implement a new immigration parole fee, mandated by the H.R. 1 Reconciliation Bill. This fee, set at $1,000 for Fiscal Year 2025, will be subject to annual inflation adjustments.

Who Needs to Pay?

This fee applies to individuals being paroled into the United States. According to the official notice, anyone physically present in the U.S. who is granted parole or re-parole by U.S. Citizenship and Immigration Services (USCIS) will be required to pay the fee.

When Does It Start?

The immigration parole fee will take effect on October 16, 2025. If USCIS determines that your parole or re-parole request is approvable and requires the fee, you will receive a notification with payment instructions and a deadline. Parole will not be granted until the fee is paid in full, within the specified timeframe.

How Will It Be Collected?

USCIS will collect the fee directly. Do not include payment with your Form I-131, Application for Travel Documents, Parole Documents, and Arrival/Departure Records. You will be notified separately about how and when to pay the fee once your parole is approved.

Exceptions to the Fee

While the general rule is that anyone being paroled into the U.S. must pay the fee, there are exceptions. The Federal Register notice provides further details on who is exempt.

Consequences of Non-Payment

Failure to pay the immigration parole fee as instructed and within the given timeframe will result in the denial of your parole request.

This new fee could significantly impact individuals seeking parole in the United States. The $1,000 fee, plus potential annual increases due to inflation, adds a substantial financial burden to the already complex and costly immigration process. It’s crucial for those seeking parole to understand these new requirements and plan accordingly.

The implementation of this fee is likely to face scrutiny from immigration advocates who argue that it creates an additional barrier for individuals seeking humanitarian relief or family reunification in the U.S. It remains to be seen how this fee will affect the overall number of parole requests and approvals.
